The new organization vigorously continues their efforts to get a safe, drivable improved highway through Log an C an yo n . That highway needs to be improved from the forks. Listed below are the Forest's responses to the nomination criteria. 1. Logan Canyon Highway (US 89) is primarily within the boundaries of the Wasatch-Cache National Forest. The segment to be nominated as a Scenic Byway is approximately 39 miles in length and runs from the mouth of Logan Canyon in the city of Logan, Utah to Bear Lake in Rich County, Utah. The highway is under the jurisdiction of the Utah Department of Transportation. With the exception of the following segments, the entire corridor is contained within the boundaries of the Logan Ranger District, Wasatch-Cache National Forest. a. Section 36, T12N, R1E, SLM. This segment is approximately .5 mile long and is owned by the City of Logan, Utah. b. Section 28, T12N, R2E, SLM. This segment is approximately .3 mile long and is part of a 17 acre parcel of privately owned land located on the south side of the highway. c. Section 18, T12N, R3E, SLM. This segment is approximately .2 mile long and is part of a 16 acre parcel of privately owned land located on the south side of the highway. d. Sections 24, 25, 36, T14N, R3E, SLM. This segment is approximately 2.8 miles long and is owned by the State · of Utah. e. Section 17, T14N, R4E, SLM. This segment is approximately .8 mile long and is contained within a 477 acre block of privately owned land known as Stump Hollow. f. Sections 20, 29, 30, T14N, R5E, SLM. This segment is approximately 5 miles long and is privately owned by a number of individuals. 2. The following list describes those segments not under the jurisdiction of the Forest Service. The sub-items listed below correspond to the sub-items in Criteria #1. a. and d. The Wasatch-Cache National Forest has been in close contact with the Federal Highway Administration, Utah Travel Council, BLM, Utah Department of Natural Resources, Utah Association of Governments (7 regions), Utah Association of Counties, Utah League of Cities and Towns, and the Utah Farm Bureau. Each of these agencies has pledged their support for a Scenic Byways designation for the Logan Canyon Highway and have �Logan Canyon Highway Page 2 expressed their willingness to help in any way possible. A formal meeting is scheduled for August 4, 1988 between each of the above agencies in which a formal agreement pledging support for official designation will be drafted. b. This parcel presently contains a summer home and a log structure that houses a restaurant. c. A summer home presently occupies this parcel. e. Congressman Jim Hansen, R-Utah, made a formal request before the House Interior Appropriations Committee for $1.2 million from the Land and Water Conservation Fund for the outright purchase of the Stump Hollow parcel. The request was not approved by the committee. Our hope is the request will be resubmitted for consideration next year. The private lands comprising the Stump Hollow area have been the source of a number of development proposals brought before the Cache County Planning and Zoning Commission since the 1960's. Current Cache County zoning restrictions limit new development to one building per 40 acres. f. This segment runs from the Forest Boundary to Garden City, Utah. is privately owned by number of individuals. It 3. The Logan Canyon Highway has been renowned for its scenic beauty since the days of the early Mormon Pioneers. It is the route of choice for literally thousands of summer and winter recreationalists traveling between Salt Lake City and the Jackson Hole and Yellowstone country of northwestern Wyoming. The Logan Canyon highway is situated in Cache and Rich counties of north central Utah. It is approximately 39 miles long and runs from the city of Logan, Utah to Bear Lake. Logan, the hub of the historic Cache Valley (pop 70,000), is the home of Utah State University, the Festival of the American West, the Logan Mormon Temple, historic tabernacle square, and the Summerfest Art Faire. Located just 5 miles east of the forest boundary, along US 89, in Rich county is Bear Lake. Known for its crystal-clear, turquoise water and beautiful setting Bear Lake is a popular winter and summer recreation paradise. Natural features encountered in the canyon include the Logan River and spectacular limestone canyon walls. Elevations range from 4700 feet at the mouth of the canyon to nearly 7800 feet at Logan Summit. The Logan River is a major source of water for the Cache Valley. The lower part of the canyon is deeply incised with nearly vertical limestone walls. The canyon bottoms are wooded mainly with deciduous hardwoods and brush. A mix of deciduous brush and conifer types are found on the steeper �Logan Canyon Highway Page 3 slopes. This unique blend of conifer and deciduous vegetation offers a brilliant mix of fall color that annually attracts many visitors to the area. Logan Canyon offers the forest visitor a diverse blend of developed and dispersed recreational opportunities. The Logan Ranger district administers 12 developed campgrounds, 2 picnic areas, 84 summer homes, and three organizational camps in the canyon. In addition to the existing facilities, the district is presently completing plans to develop a new campground that will support 75 family units and 4 large group areas. The highway also provides access to the Beaver Mountain Ski Area, the Utah State University Forestry Camp, and the Utah State University Management Institute, and two Forest Service Administrative Sites. Dispersed recreation opportunities accessible from the highway are almost limitless. The district has recently established the Beaver Basin X-C trail area which offers over nine miles of groomed X-C ski track. The State of Utah and Logan Ranger District jointly administer two large parking areas that provide access for X-C skiers and snowmobilers. The State of Utah grooms over 150 miles of outstanding snowmobile trail that is accessed via Logan Canyon. The pristine Logan River is a popular recreational trout fishing stream and can be accessed via -the many dispersed _recreation camping spots found along its entire length. The popular Tony Grove Lake area and the 45,000 acre Mt. Naiomi Wilderness Area are also accessed from the Logan Canyon highway. It is not uncommor. to view mule deer, elk, moose, and a mix of raptors and song birds from the highway. Other points of interest found along the highway include: the Tony Grove Memorial Guard Station (listed on the National Historic Register), the Limber Pine Nature Trail, the Jardine Juniper, Old Ephriam's Grave, the Logan Wind Caves, Logan Cave, Rick's Springs and two interpretive sites of geological interest. 4. The Logan Canyon Highway is the principal link between the Cache Valley and the Bear Lake Region and provides safe passage for the average recreational driver in a passenger car. It is officially classified as a rural minor arterial highway. The Utah Department of Transportation is in the process of conducting an Environmental Impact Statement that analyses the need to improve certain sections of the existing roadway. The draft of this EIS is scheduled for release and public review this coming fall. 5. The Forest Plan for the Wasatch-Cache National Forest states the Logan Canyon Highway will be managed as a Scenic Highway. Old Ephraim was big even by grizzly bear standards. He was said to stand 9 feet 11 inches tall and weigh approximately 1,100 pounds. However, since grizzlies normally range from 225 to 670 pounds, this estimate is quite possibly an exaggeration used to make a good story even better. It is safe to say, though, that Old Ephraim was intimidatingly large. Like other bears, Old Ephraim was considered a nuisance by the sheep herders grazing their flocks in the canyon because he had a tendency to eat their sheep. Many Logan Canyon bears were hunted and killed by sheep herders trying to protect their flocks. One particular sheep herder named Frank Clark was no exception. Beginning in 1911, Frank took his sheep into Logan Canyon every summer. In the 45 summers he grazed his flock in the canyon, there were only two summers that he failed to kill at least one bear. In 1913, Old Ephraim began to visit Frank's flock. For 10 summers after that, he continued to eat Frank's sheep. And for 10 summers, Frank used traps and guns, attempting and failing to rid himself of the clever and unwelcome visitor. When Frank found Old Ephraim's wallow, a muddy shallow pool of water where the bear spent time, he thought victory was close. He set up a bear trap in the wallow. But Old Ephraim was very clever and picked up the trap without setting it off, dropping it nearby before getting into his pool. Frank tried more traps in the following years with the same result. The conflict between Frank and Old Ephraim continued until 1923 when the grizzly created a new wallow. Frank decided to try his old trick at the new location. The next night, Old Ephraim fell into the trap. One mile downstream, Frank awoke to, in his words, “an awful roar and scream” of “mingled pain and misery.” Frank grabbed his rifle and ran through the dark to the wallow. There, he saw Old Ephraim lunging about on his hind feet. Ephraim's right front foot was caught in the trap and wrapped with 14 feet of chain. Still on his hind feet, the bear began to walk up the bank towards Frank. Terrified, Frank fired his rifle, hitting Ephraim with several shots. The giant bear fell dead. Frank described the death of Old Ephraim in these words. “I sat down and watched his spirit depart from that great body, and it seemed to take a long time, but at last he raised his head just a mite, gasped and was still.” Frank then ran off to find his nearest neighboring herdsman in the canyon, and when he returned, they skinned the bear and burned the carcass. Then, Frank buried the remains at this site now called Ephraim's Grave. Later on, a Boy Scout troop went to the grave site and took the 15 inch skull. They sent it to the Smithsonian, who confirmed that it had belonged to a grizzly bear. In 1978, the skull came back to Logan on a long-term loan from the Smithsonian. It now resides on display in the basement of the Merrill-Cazier Library at Utah State University. Only later did people realize that Old Ephraim was Utah's last grizzly bear. When telling his story afterwards, Frank Clark expressed regret over killing the bear. Today, Old Ephaim's grave stands as a tribute to the grizzly bears that once roamed Logan Canyon. Conservationists' Alternative: favored by: • The three bridges will be replaced. • Maintain present 26 ft. width throughout the Middle Canyon. • No construction into mountains or hillsides is proposed. No retaining walls are necessary. • The dangerous curve at Lower Twin Bridge at the Dugway will be straightened and visibility improved. No other curve cuts are needed. • Highway signs will be added to alert drivers to features of the highway. Logan Canyon Coalition Utah Rivers Conservation Council UPPER CANYON COMPARE The Conservationists' Alternative Guard"tO ,Summit) The "Modified" Preferred Alternative favored by: Utah Department of Transportation (UDOT) Cache Chamber of Commerce JlIDDLE CANYON (Right Hand Fork to Cattle Guard above Ricks Springs) "Modified" Preferred Alternative: • Burnt Bridge, Lower Twin and Upper Twin Bridges will be replaced. • Present width of 26 ft. will be maintained for the first four miles. Above Lower Twin Bridge, the highway will be widened to 34 ft. • To accommodate the wider highway along the Dugway, a 4 to 8 ft. cut will be made into the steep mountain slope for about 3/4 of a mile. A retaining wall is planned for the mountainside. • A turning lane will be constructed at Temple Fork intersection, requiring substantial construction into the hillside. • Straightening the highway will require eight curve cuts in the Middle Canyon. "Modified" Preferred Alternative: • Red Banks bridge and various culverts will be replaced. • Highway width will be 34 ft. to the Beaver Mountain intersection, then 40 ft. continuing on to the summit. • Over six miles of passing lanes will be constructed. One passing lane will be placed in wetlands below the Tony Grove intersection. With passing lanes, the highway below Beaver Mountain will be 44 ft. wide. Above Beaver Mountain, the width will be 47ft. • Vaguely defined "clear zones" will stretch an additional 18 to 22 ft. on either side of the highway. Above Beaver Mountain, the affected area will be 80 ft. wide. • Over 1700 ft. of retaining walls will be constructed along Beaver Creek. • Left and right turning lanes will be constructed at the Tony Grove, Beaver Mountain, Franklin Basin intersections, the Red Banks Campground, UDOT maintenance sheds turnoff, and the Forest Service access road at the summit. • Straightening the highway will create three additional curve cuts. (Continued) �Upper Canyon (Continued) Conservationists' Alternative: • The Red Banks bridge and the culverts will be replaced. • Present highway width of 26 ft. will be maintained. • 1.6 miles of passing lanes will be placed to avoid damage to wetlands. • Left and right turning lanes will be constructed at the Tony Grove and Beaver Mountain intersections. • No curve cuts or retaining walls are proposed. • Highway signs will be added. Comparison Estimated Cost Preferred Alternative: Over $34 Million Conservationists' Alternative: $16 Million Travel Time The difference in average travel time through Logan Canyon between these two alternatives is less than 10 minutes! (UDOT's estimate) Safety • UDOT has not demonstrated that the Preferred Alternative will enhance highway safety. • UDOT engineers have called their safety data "garbage"and "problematic." • The Preferred Alternative will in fact result in a more dangerous highway. A faster, straighter highway will increase the number of severe accidents, including fatalities. Logan Canyon ,i:s currently recognized and listed as a w National Scenic Byway. Environmental and Economic Impacts "Modified" Preferred Alternative: • Over 9 acres of wetlands will be eliminated. • Up to 10% of riverbank vegetation will be removed (UDOT's estimate). • Up to 2000 ft. of rip rap (rock and concrete debris) will be placed along riverbanks at bridges and culverts. • Over 1700 ft. of retaining walls will be constructed, including one for the mountain at the Dugway. • Estimated reduction in scenic values of up to 71 % (UDOT's estimate). • Approximately one-half of the mature Douglas Fir and Limber Pine forest at the summit will be removed. • Unknown impact on trout populations. UDOT's estimate is an uneducated guess based on inadequate data. Construction in the Lower Canyon reduced the trout populations in some areas by 80%. • Unknown impact on wildlife. UDOT has not estimated the increase in vehicle-animal collisions that will result from a faster, straighter highway. • Unknown impact on water quality in Logan River. UDOT has not provided an adequate analysis of increased sedimentation and turbidity. • Unknown impact on local economies. The negative economic impacts of this 15 to 20 year construction project have not been estimated. Conservationists' Alternative: • Minimal environmental impacts. Scenic quality is maintained. • Fish and wildlife are protected. • Safety issues are addressed with viable construction alternatives. • Less construction means minimal negative impacts to local economies. �ou prefer? Logan Canyon Coalition believes that UDOT's construction proposal is a pork barrel project, without demonstrated purpose and need, that will in fact make the highway less safe.
